From the Office of American Innovation (OAI) to the Department of Government Efficiency (DOGE), a bold experiment is refreshing U.S. governance. Unlike traditional structural adjustments, this reform integrates corporate principles such as efficiency, cost reduction, and AI-driven decision-making, into government operation supervision and public administration. 

But, what happens when government starts running like a tech company? The goal is efficiency, but at what cost?


1. Should the Government Follow a Company Operation Pattern?

Governments traditionally operate under a bureaucratic model, characterized by formal hierarchies, standardized procedures, and extensive regulations designed to ensure stability and fairness. However, the recent reform practices launched by DOGE signal a distinct shift toward private-sector strategies, emphasizingflattened hierarchies, performance-based metrics, and a strong focus on innovation and cost control.

Supporters argue that these changes can streamline operations, reduce wasteful spending, and enhance responsiveness to societal needs. Critics, however, caution that prioritizing efficiency above all else risks undermining long-term investments in education, welfare, and national security, potentially weakening the broader social foundation and national resilience.

Given the multifaceted nature of government functions, it is essential to strike a careful balance between potential benefits and risks. Rather than adopting a single, uniform strategy, policymakers must pursue methods that optimize performance while safeguarding the diverse roles and responsibilities intrinsic to public governance. 

Unlike corporations that respond to market forces, governments operate on a much broader scale. They possess the power to design and reshape markets, making it crucial to assess not only immediate gains but also the delayed consequences of reform. In this experiment, the public, not just customers, ultimately bears the cost.


2. Problems and Risks

While these measures aim to enhance operational efficiency and improve service delivery, they also raise questions regarding governance structure, public accountability, equitable resource distribution, and the long-term sustainability of such an approach.

A significant challenge lies in the disparity between technological advancements and the policy and legal frameworks intended to regulate them. Rapid developments in AI and data analytics often outpace government oversight, creating potential loopholes in regulation and governance. Furthermore, while adopting corporate efficiency models can reduce costs, it may erode of key public-sector values such as equity, transparency, and inclusiveness.

In addition, the highly concentration of social resources and information in the hands of a small number of AI-centric government departments or private-sector partners could result in an increasingly technocratic governance structure. This exacerbates the risk of social stratification and reinforces systemic inequalities.

Another issue is the potential for unequal access to AI-driven services. Certain communities, particularly those already facing economic or social marginalization, may be further disadvantaged by digital accessibility barriers. Without deliberate intervention, these gaps are likely to widen, leaving vulnerable populations further behind. 

The growing reliance on AI to make or inform policy decisions also poses risks. While data can offer valuable insights, it cannot always capture the full complexity of human behavior, cultural differences, or ethical dilemmas. Algorithmic bias further compounds this problem, potentially leading to discriminatory outcomes that undermine public trust.

From a broader strategic perspective, concentrating critical government functions in the hands of a few private-sector partners creates new forms of dependency. This could reduce the government’s autonomy and make it vulnerable to external shocks such as corporate bankruptcies, data breaches, or shifts in the tech industry. Ensuring resilience and redundancy in government operations will be vital for mitigating these risks and safeguard public interests.


3. Who Are the Beneficiaries?

Given the current limited data and feedback, it remains challenging to pinpoint the ultimate beneficiaries in these reforms, specifically, where the redirected funds really go and who stands to profit.

Nonetheless, certain indications can be drawn from ongoing developments, particularly those involving AI and private-sector companies. Their prominent role suggests they may stand to benefit significantly, whether through government contracts, expanded policy influence, or direct participation in public service delivery.

One recent example highlights the growing collaboration between federal agencies and AI firms to streamline administrative tasks and analyzing large datasets for policy decisions. While this approach has the potential to improve efficiency and foster innovation, it also raises wide concerns regarding data security, transparency, equitable access, and long-term public accountability. In other words, although private tech companies and AI developers may obtain immediate advantages, the broader implications for the general public, smaller businesses, and marginalized communities remain highly uncertain.

This reform also raises a deeper ethical question about the transition from human-centered interaction to human-AI co-evolution, and, in some cases, AI-led supervision or AI-led administration. Who will regulate or adjudicate the delicate balance between human agency and AI autonomy? How can we ensure that technological advancements support rather than undermine fundamental human values? These questions remain unanswered, and only time will reveal the true consequences. 


4. Is this a Sustainable Harvest?

There is an ongoing debate about whether these efficiency gains represent a short-term windfall or are structurally sustainable transformation. In the near term, eliminating redundancies and automating services can yield budgetary savings. Over the longer term, however, sustainability hinges on balancing market-oriented reforms with public-interest objectives. If the government’s broader social responsibilities are neglected, the benefits earned may quickly erode, resulting in greater social inequality, weakened accountability, and potential political backlash.


5. Where Will the Government Go?

As the reforms continue, three potential trajectories would emerge:

5.1 A Lean Digital Government 

The government evolves into a lean, digitally native entity that leverages AI and data analytics to provide highly targeted services. This scenario emphasizes speed and efficiency, potentially reducing costs while elevating the quality of public administration.

5.2 Privatized Fragmentation 

If privatization proceeds without adequate oversight, core public services may become fragmented, with private entities undertaking roles once managed by government agencies. While this can foster innovation, it also risks weakening the government’s capacity to safeguard the public interest, particularly in areas where market incentives diverge from social welfare objectives.

5.3 Balanced Innovation 

A balanced path would enable the government to innovate responsibly, integrating corporate efficiencies and AI, while preserving its mandate to serve the broader public interest. To achieve this, it requires robust policy frameworks and accountability mechanisms to ensure that gains in efficiency do not come at the expense of equity or democratic principles.

Government reform should not be viewed as a simple software update. Although AI and other emerging technologies promise greater efficiency and convenience, they also present significant challenges, such as data security and AI reasoning deterioration. These concerns are particularly critical in major government departments involved in national security and high-stakes public services, where system failures or breaches may have far-reaching consequences. Ensuring robust safeguards, transparency, and accountability will be essential in harnessing technology for public benefit without compromising the government’s foundational responsibilities.


6. Conclusion

Government corporatization is neither inherently good or bad. It depends on how reforms are implemented and governed. By integrating the best practices from both the public and private sectors, policymakers have an opportunity to build a more agile, innovative, and responsive government. However, achieving this requires a delicate balancing act, preserving the fundamental mission of public governance while embracing emerging technologies and modern operational models.

The path forward demands comprehensive oversight, cross-sector collaboration, and the active engagement of civil society. Success will ultimately depend on the ability of policymakers to harness technological progress without compromising human values, equity, and democratic principles. 

As DOGE continues to lead this ambitious initiative, its outcomes will serve as a reference for other nations considering similar reforms. Whether this effort ultimately ushers in a new era of government innovation or becomes a cautionary tale remains to be seen. One thing, however, is certain: the decisions made today will shape the future of governance for generations to come.
