Abstract

The National Security Strategy of the United States (November 2025) marks a decisive shift in how artificial intelligence (AI) is conceptualized within state strategy. Rather than treating AI as a regulatory object, ethical challenge, or standalone innovation sector, the document embeds AI directly into the architecture of national power. This article argues that the strategy reflects a transition into a post-breakthrough phase of AI development, in which AI functions as a core production factor of state capacity, a strategic military enabler, and a tool for geopolitical alignment and standards dominance. The analysis demonstrates that the document’s silences on AI risk governance are not accidental omissions, but deliberate strategic choices signaling the emergence of an AI-centered statecraft paradigm.


1. Introduction: From “Emerging Technology” to State Capability

In earlier policy documents, AI was commonly framed as a disruptive innovation requiring ethical oversight, workforce adaptation, and sector-specific regulation. The 2025 National Security Strategy (NSS) marks a clear departure from this approach. AI is no longer presented primarily as a technology to be governed, but as a strategic capability to be mobilized, protected, and leveraged in pursuit of national objectives (White House, 2025, pp. 5–9).

This reframing reflects a deeper structural shift. AI has crossed the threshold from technological novelty to infrastructural necessity. Rather, it reflects a strategic prioritization: within the NSS framework, AI risk governance is subordinated to the consolidation of national capability and competitive advantage (White House, 2025). Risk management is implicitly framed as an internal administrative function, not as an objective of international norm-setting or collective governance.

Under this approach, AI functions as a political asset. It shapes alignment choices, structures patterns of technological dependence, and embeds partners within U.S.-led technological ecosystems, extending strategic influence beyond traditional security cooperation.


4.2. Standards as Structural Power

The NSS explicitly states the objective of ensuring that “U.S. technology and U.S. standards, particularly in AI—drive the world forward” (White House, 2025, p. 9). This formulation underscores a core strategic insight: AI standards operate as a form of institutional power.

By shaping interoperability, compatibility, and long-term adoption pathways, AI standards generate durable dependencies that persist beyond individual systems, policy cycles, or administrations. In this sense, standards function not merely as technical specifications, but as instruments of structural power in the emerging AI-centered international order.


5. AI Development Stage: The Post-Breakthrough Era

From a technological lifecycle perspective, the NSS assumes that AI capabilities have reached a level of maturity sufficient to shape strategic outcomes. Rather than debating feasibility or emphasizing social disruption, the document centers on questions of control, integration, and competitive positioning (White House, 2025).

This orientation signals entry into a post-breakthrough phase of AI development. In this phase, AI is no longer primarily a technical or innovation challenge, but an institutional and geopolitical one, where strategic advantage depends on governance structures, deployment pathways, and the organization of state capacity itself.


6. Implications for Global AI Governance

6.1. Fragmentation of Universal AI Governance

The NSS implicitly acknowledges the limits of universal AI governance. National security exceptions, export controls, and alliance-based technology blocs increasingly undermine the feasibility of global, uniform AI norms (White House, 2025, pp. 9–10, 21–23).

As a result, AI governance enters a phase of sovereign fragmentation, in which regulatory approaches, standards, and access regimes are shaped primarily by geopolitical alignment rather than by universal ethical consensus or multilateral harmonization.


6.2. Structural Risk Superseding Technical Risk

As AI becomes embedded within state capacity, the dominant risk profile shifts. Risks increasingly stem not from technical failure or model-level behavior, but from structural concentration of power, institutional lock-in, and asymmetric governance capacity across states (White House, 2025).

7. Conclusion

The 2025 National Security Strategy repositions AI at the core of national power. By embedding AI within military capability, economic resilience, and geopolitical alignment, the document reflects an emerging model of AI-era statecraft in which control over AI ecosystems becomes a central determinant of global influence.

Under these conditions, understanding AI requires moving beyond compliance-oriented or purely technical frameworks. Effective analysis must instead focus on state capacity, institutional resilience, and the distribution of structural power in an international system increasingly shaped by AI-enabled governance.
