Abstract
This volume forms part of the First Edition, Framework Version 1.0, of the Global Artificial Intelligence Development and Competitiveness Assessment Framework. It examines frontier and emerging dimensions of artificial intelligence development and future preparedness through indicators addressing emerging technologies, frontier capabilities, evolving infrastructure and sustainability conditions, strategic and societal transformation, comparative assessment, and long-term readiness. The volume concludes with the Framework's future outlook, highlighting strategic pathways, emerging trajectories, and longer-term implications for the distribution of AI capability and competitiveness. The Framework is designed as an open, extensible, and evolving assessment architecture that may be revised as AI technologies, frontier conditions, strategic environments, and future-readiness requirements develop.
