From Connections to Consequences

Cross-Theater Conflict Coupling and Strategic Capacity in Interconnected Wars

Description

This research report develops Cross-Theater Conflict Coupling (CTCC) to examine how the Russia–Ukraine and U.S.–Israel–Iran wars interact through shared defense resources, technology, expertise, and policy-controlled access. Using PAC-3, Shahed–Geran, Ukrainian counter-drone assistance, Russian diesel, and strategic petroleum reserves, it distinguishes connections from verified transmission, recipient conversion, and consequential effects, including conditional war-termination scenarios.

Abstract

This research report develops Cross-Theater Conflict Coupling (CTCC) as a mechanism-based framework for identifying when developments in one war produce consequential changes in another war system. Focusing on the Russia–Ukraine war and the U.S.–Israel–Iran conflict, it examines competition over shared defense-industrial resources, technology and operational-knowledge transfer, and policy-mediated changes in access and strategic choice. It specifies five conditional propositions and six claim-specific evidence gates (G1–G6), distinguishing shared interfaces, activation decisions, receipt, recipient conversion, observed decision or functional consequences, and direction-specific feedback from causal attribution. Structured comparison and process tracing examine PAC-3 MSE allocation and PURL, Shahed–Geran industrial adaptation and proposed reverse transfers, Ukrainian counter-drone assistance in Gulf states, Russian diesel authorization and shipment claims, and strategic petroleum buffers. The analysis also explores conditional scenarios of asymmetric war termination, distinguishing lower combat activity from net releasable strategic capacity after continuing obligations, production constraints, and adversarial adjustment. The report finds different levels of evidence across the cases and does not treat connections, announcements, nominal stocks, or asserted ceasefires as proof of realized cross-war gains. Its assessments are based on evidence available through October 26, 2026, and do not constitute forecasts or definitive causal estimates.
